Learn About the Clearinghouse Driver Registration System

What Is the Clearinghouse Driver Registration System?

The Clearinghouse Driver Registration System is a national database managed by the Commercial Driver's License Information System (CDLIS). This system tracks driving records for people who hold commercial driver's licenses (CDLs) across all 50 states and U.S. territories. The Clearinghouse was created to improve road safety by maintaining detailed information about drivers who operate commercial vehicles like trucks, buses, and other large vehicles used in interstate commerce.

The system was established under federal regulations to consolidate information that was previously scattered across individual state motor vehicle agencies. Before the Clearinghouse existed, employers had to contact each state separately to verify a driver's history. This created delays and made it harder to identify risky drivers who may have moved between states. The Clearinghouse centralizes this information so employers, medical examiners, and licensing agencies can access records more quickly and consistently.

The primary purpose of the Clearinghouse is to create a single source of truth for commercial driver safety records. It contains information about traffic violations, crashes, medical certifications, and licensing actions taken against CDL holders. States submit data to the Clearinghouse regularly, and the system updates continuously as new violations or administrative actions occur. This real-time approach helps prevent unsafe drivers from operating commercial vehicles by making their records visible to potential employers and regulators.

The Clearinghouse serves several groups: employers who hire commercial drivers, state transportation departments, the Federal Motor Carrier Safety Administration (FMCSA), and medical examiners who certify driver fitness. Each group has different access levels and uses the system for distinct purposes. Employers use it to make hiring decisions, states use it to manage licensing, and the FMCSA uses it to enforce safety regulations. The system represents a significant shift toward data sharing in commercial transportation safety.

Practical Takeaway: Understanding that the Clearinghouse is a centralized, multi-state database helps explain why commercial driver records are now more transparent and why employers have better tools to verify driver histories. This system fundamentally changed how the transportation industry approaches safety by making information more accessible to decision-makers.

How Information Gets Into the Clearinghouse

Every state's Department of Motor Vehicles (DMV) or equivalent agency is required by federal law to submit specific data about commercial drivers to the Clearinghouse. States report multiple categories of information, and understanding what gets reported helps explain what records appear in the system. The main data categories include commercial driver's license actions (such as suspensions, revocations, or cancellations), traffic violations, medical certification information, and crash records involving commercial vehicles.

When a state takes action against a CDL holder, that information must be reported to the Clearinghouse within a specific timeframe. For example, if a driver gets a suspension in one state, that state reports it to the Clearinghouse. The reporting timeline varies by the type of action. Some states report violations within days, while others may take weeks, depending on their administrative processes. This means the Clearinghouse is not always perfectly current, though it represents the most comprehensive national picture available.

Traffic violations reported to the Clearinghouse include convictions for speeding, reckless driving, driving under the influence (DUI), hazardous materials violations, and other safety-related infractions. States report the violation, the date it occurred, and the jurisdiction where it happened. Medical certification status is also tracked—when a driver passes or fails their Department of Transportation (DOT) medical exam, that status is recorded. This is important because medical certification is a requirement for commercial driving, and the Clearinghouse helps employers verify current certification status.

Crash data represents another major category of information in the Clearinghouse. When a commercial driver is involved in a reportable crash, information about that crash is submitted to the system. This includes details such as whether the driver was cited, injured, or killed in the crash. The specific details vary by state reporting requirements, but the goal is to create a complete picture of a driver's safety record. A history of crashes, even minor ones, may influence hiring decisions or licensing actions.

It is important to note that not all driving violations appear in the Clearinghouse. The system focuses on commercial driving violations and serious safety infractions. Minor violations in a personal vehicle may not be reported. However, any violation related to a CDL or occurring while operating a commercial vehicle should be reported. Additionally, some states may have different reporting standards or delays, which means the Clearinghouse may not reflect real-time information for every violation immediately after it occurs.

Practical Takeaway: Data enters the Clearinghouse through mandatory state reporting of licensing actions, violations, medical certification status, and crash records. Knowing this helps explain why checking the Clearinghouse provides insight into a driver's commercial safety history, though the completeness and timeliness of information varies by state and type of violation.

Who Can Access Clearinghouse Records and How

The Clearinghouse operates under strict rules about who can access records and what information each group can see. Not everyone can view every piece of information in the system. Access levels are controlled based on the person's role and legitimate need to know. The main groups with access are commercial driver employers, state licensing agencies, the FMCSA, medical examiners, and the drivers themselves. Each group has different permissions depending on what they need to do their job.

Employers are among the primary users of the Clearinghouse. Before hiring a commercial driver, many employers check the Clearinghouse to review the candidate's safety record. Employers can search for drivers by their name and license number to see licensing status, crash history, and violations. An employer can see if a driver's license is suspended, revoked, or if the driver has failed medical certification. This information helps employers make informed hiring decisions and comply with Federal Motor Carrier Safety Administration regulations that require checking the Clearinghouse before hiring.

Commercial drivers themselves may also access their own records. Drivers can request to see what information appears in the Clearinghouse about them. This allows drivers to verify accuracy, identify errors, and understand what employers and regulators are seeing. Some states provide online portals or phone numbers where drivers can check their Clearinghouse record. The ability for drivers to access their own information is important for transparency and for identifying and correcting any inaccuracies in the system.

State licensing agencies use the Clearinghouse to manage CDL licensing in their state. They check the system to verify that drivers are not suspended or disqualified in other states before issuing or renewing licenses. This prevents someone disqualified in one state from simply moving to another state and getting a new license. The FMCSA, the federal agency responsible for motor carrier safety, also accesses the Clearinghouse to monitor patterns, conduct investigations, and enforce safety regulations. Medical examiners use the system to track whether drivers have current medical certification.

Law enforcement and traffic courts may also access portions of the Clearinghouse in connection with enforcement actions. However, their access is more limited than employers or state agencies. The system is designed with privacy protections—information is shared only with those who have a documented reason to see it. For example, a random member of the public cannot access another person's Clearinghouse record. Access is controlled through secure logins and audit trails that track who accessed what information and when.

Practical Takeaway: Multiple groups can access Clearinghouse records, but each has different access levels and purposes. Understanding who can see what helps clarify why employers have this information and why drivers should review their own records for accuracy.

What Types of Records and Violations Are Tracked

The Clearinghouse maintains several categories of safety-related records that together paint a picture of a driver's commercial driving history. Understanding what is tracked helps explain what information appears when someone checks a driver's record. The main categories include licensing status, traffic violations, medical certification, crash involvement, and disqualifications. Each category provides different insight into a driver's suitability for commercial driving.

Licensing status information shows whether a driver's CDL is valid, suspended, revoked, or canceled. A suspension means the license is temporarily unavailable—the driver cannot legally operate a commercial vehicle during a suspension period. Suspensions may result from violations, medical issues, or failure to pay fines. A revocation is more serious and means the license has been taken away, usually due to major violations or repeated infractions. The Clearinghouse tracks the reason for the action and the date it takes effect. This information is crucial because hiring a suspended or revoked driver is a serious violation of federal safety regulations.
