Understanding Maryland Driver's License Types and Requirements

Maryland offers several types of driver's licenses, each designed for different purposes and age groups. The most common is the standard Class C license, which allows you to operate passenger vehicles on public roads. However, Maryland also issues Class B licenses for those who drive vehicles like school buses or vehicles designed to carry more than 15 passengers, and Class A licenses for commercial tractor-trailers.

The state also distinguishes between regular licenses and REAL ID-compliant licenses. As of May 7, 2025, a REAL ID driver's license or passport will be required to board domestic flights or enter military bases in the United States. Maryland's REAL ID driver's licenses have a gold star in the upper right corner to distinguish them from standard licenses. If you have a non-REAL ID license, you can still use it for driving purposes, but you'll need an alternative form of identification like a passport for federal facilities and air travel.

For younger drivers, Maryland issues Intermediate Driver's Licenses (IDL) to those between 16 and 18 years old. These licenses come with restrictions on the number of teenage passengers you can carry and limitations on driving hours between midnight and 5 a.m. These restrictions exist to reduce accidents among new drivers, as statistics show that drivers aged 16 to 19 have higher crash rates than older drivers.

Maryland also offers a standard non-REAL ID license, often called a "federal non-compliant" license. This license meets state requirements for driving but does not meet federal standards for accessing federal facilities. The cost difference between a standard license and a REAL ID license is minimal, and both types are valid for the same driving purposes on public roads.

Practical Takeaway: Before visiting the Maryland Motor Vehicle Administration (MVA), determine which type of license you need based on your age, vehicle type, and whether you plan to fly domestically or access federal buildings. This will help you gather the correct documents and understand what to expect during the process.

Age Requirements and Restrictions for New Drivers

Maryland sets specific age requirements for obtaining a driver's license, with different rules for minors and adults. You must be at least 15 years and 9 months old to obtain a learner's permit in Maryland. A learner's permit allows you to practice driving while supervised by a licensed driver who is at least 21 years old and sitting in the front seat beside you.

Once you have held your learner's permit for at least 6 months and passed both a written knowledge test and a driving skills test, you become eligible to receive an Intermediate Driver's License at age 16. The Intermediate license allows you to drive unsupervised, but with significant restrictions. You cannot carry passengers who are under 21 years old unless they are immediate family members, except for one non-family teenage passenger under certain conditions. Additionally, you cannot drive between midnight and 5 a.m., with limited exceptions for school, work, or emergencies.

These restrictions remain in place until you turn 18. At that point, you can obtain a Class C driver's license with no restrictions. If you are 18 years old or older and have never had a license, you can skip the learner's permit stage and go directly to obtaining a Class C license, though you must still pass the knowledge and skills tests.

For those over 21 years old who are obtaining a license for the first time, the process is similar but may move more quickly since there are no age-related restrictions to navigate. However, you still need to provide proof of identity and residency, pass the knowledge test, and demonstrate safe driving skills.

Maryland's graduated licensing system is based on research showing that gradual introduction to driving, combined with parental supervision and peer restrictions, reduces accidents among teenage drivers. Between 2018 and 2022, Maryland averaged about 180 fatal motor vehicle crashes per year, with drivers aged 16 to 19 representing a disproportionate percentage of fatalities relative to their population.

Practical Takeaway: If you're a teenager, plan to obtain your learner's permit several months before you want to drive independently. The 6-month waiting period between the permit and the Intermediate license is a required part of the process, not something that can be shortened, so starting early prevents delays in reaching full driving privileges.

Required Documents and Identification for License Issuance

Before you can obtain a Maryland driver's license, you must gather and present specific documents to verify your identity and residency. The MVA requires proof of identity, Social Security number verification, and proof of Maryland residency. Having these documents ready before your visit to the MVA office will significantly speed up the process.

For proof of identity, Maryland accepts a U.S. passport, military ID, state ID card from another state, or a certified birth certificate. A passport is the strongest form of identification and is accepted without question. If you use a birth certificate, it must be a certified copy from the issuing vital records office, not a photocopy. A certified birth certificate typically has the state seal and an official signature.

For Social Security verification, you can provide your Social Security card, a W-2 form from your employer, a 1099 tax form, or a statement from the Social Security Administration. If you don't have a Social Security number, you can explain this to the MVA clerk, as there are alternatives for people who don't have one, such as using an Individual Taxpayer Identification Number (ITIN).

Maryland residency can be verified using a utility bill, lease agreement, mortgage statement, property tax bill, or bank statement showing your current Maryland address. The document must have been issued within the last 60 days. If you recently moved to Maryland, you may need to use your utility company's account setup paperwork or a signed lease agreement dated within the appropriate timeframe.

If you have changed your name through marriage, divorce, or legal name change, you will need to provide the original or certified copy of the document reflecting that change (marriage certificate, divorce decree, or court order). Without this document, the MVA cannot update your records to your new name.

Practical Takeaway: Create a checklist of required documents and verify each one meets the MVA's standards before you go to the office. Pay special attention to dates on residency documents—utility bills older than 60 days will not be accepted. Having all documents ready reduces your visit time and prevents unnecessary return trips.

Knowledge Testing and Written Exam Requirements

Maryland requires all driver's license applicants to pass a knowledge test covering traffic laws, road signs, and safe driving practices. This written exam tests your understanding of Maryland-specific regulations and general driving safety rules. The test is multiple choice and contains 25 questions. To pass, you must answer at least 19 questions correctly, which represents a score of 76 percent.

The knowledge test covers several key areas. Road signs and their meanings make up a significant portion of the exam—you should understand the difference between stop signs (red octagons), yield signs (red and white triangles), and warning signs (yellow diamonds). The exam also covers speed limits, which vary depending on road type: residential areas (25 mph), urban districts (30-35 mph), highways (50-55 mph), and interstate highways (65 mph). You should know these limits and understand when they apply.

Traffic laws covered on the exam include rules about right-of-way, turning, parking, and handling different road conditions. For example, you need to understand that you must yield the right-of-way to pedestrians in crosswalks, that you cannot park within 15 feet of a fire hydrant, and that you should reduce speed on wet or icy roads. The exam also covers seat belt requirements—Maryland law requires all front-seat passengers and children to wear seat belts, and children under 16 must be properly restrained in child safety seats or booster seats depending on their age and size.

Alcohol and impaired driving questions appear on the test because drunk driving is a major safety concern. Maryland law prohibits driving with a blood alcohol concentration of 0.08 percent or higher for drivers 21 and older, and 0.02 percent or higher for drivers under 21. The test covers signs of impairment and the dangers of driving while tired or under the influence of drugs.

You may retake the knowledge test if you don't pass on your first attempt. Many MVA offices allow you to retake the test on the same day, though some offices have policies requiring you to wait a
