Find Income-Based Housing Options in Louisiana

Understanding Income-Based Housing Programs in Louisiana

Louisiana offers several housing programs designed for people with lower incomes. These programs work through federal funding, state administration, and local housing authorities. Understanding how these programs function helps you see what options may be available in your area.

Income-based housing programs operate on a simple principle: the amount of rent you pay connects to your household income. Most programs cap rent at 30 percent of your monthly income. For example, if your household earns $2,000 per month, you would typically pay around $600 in rent. This structure differs from market-rate housing, where rent prices depend on the property and location rather than resident income.

Louisiana's programs include public housing, voucher-based assistance, and tax-credit developments. Public housing consists of properties owned and managed by local housing authorities. Voucher programs provide rent assistance that tenants use at privately-owned apartments. Tax-credit properties are privately owned but must reserve units for lower-income residents.

According to the U.S. Census Bureau, approximately 38 percent of Louisiana renters spend more than 30 percent of their income on housing. This creates significant strain on household budgets for food, healthcare, transportation, and other necessities. Income-based programs attempt to address this burden by stabilizing housing costs.

Takeaway: Louisiana's income-based housing exists in three main forms—public housing, voucher programs, and tax-credit apartments. Each operates differently but shares the goal of limiting rent to a percentage of income rather than market rates.

Public Housing Authorities and Their Role in Louisiana

Louisiana operates through several local Public Housing Authorities (PHAs), which manage income-based housing in their regions. The Housing Authority of New Orleans, Alexandria Housing Authority, Shreveport Housing Authority, and others serve different parts of the state. Each authority manages public housing properties and administers voucher programs within their jurisdiction.

Public Housing Authorities receive federal funding through the Department of Housing and Urban Development (HUD). They use this funding to maintain properties, staff offices, and support tenants. The Housing Authority of New Orleans, one of the largest in Louisiana, manages thousands of units across the city. Smaller authorities in rural areas serve their communities similarly but with fewer resources and properties.

To learn about programs in your specific location, you need to contact your local PHA. Louisiana's major metropolitan areas each have a designated authority. For example, the East Baton Rouge Housing Authority serves the capital region, while the Shreveport Housing Authority covers northwest Louisiana. Rural parishes may be served by regional authorities that cover multiple counties.

PHAs typically maintain waiting lists for their programs. These lists vary significantly by location and program type. Some areas have short waits of a few months, while others have waits lasting several years. The Housing Authority of New Orleans, for instance, has historically maintained substantial waiting lists due to high demand and limited available units.

Contact information for major Louisiana PHAs includes: Housing Authority of New Orleans (504-658-1200), Alexandria Housing Authority (318-449-6486), and Shreveport Housing Authority (318-673-8400). Smaller authorities can be found through your local government offices or by searching "[Your Parish] Housing Authority."

Takeaway: Each region of Louisiana has a Public Housing Authority managing income-based programs. Contacting your local authority directly provides information about programs, waiting lists, and properties in your area.

Housing Choice Voucher Programs: How Rent Assistance Works

Housing Choice Vouchers represent a significant income-based housing option in Louisiana. These vouchers provide rent assistance that tenants use at privately-owned apartments of their choosing. Rather than living in government-owned buildings, voucher holders rent from private landlords while the program subsidizes a portion of their rent.

The program works through a straightforward process. The PHA issues you a voucher representing a specific dollar amount based on your household income, family size, and local rent standards. You then locate an apartment within your budget, and the landlord accepts the voucher. Your household pays its portion (typically 30 percent of income), and the voucher covers the remaining approved rent amount up to the program's limit.

In New Orleans, the median voucher amount is approximately $1,000 to $1,200 monthly, depending on family size. This means a family with a voucher might find a two-bedroom apartment renting for $1,200, pay $300 themselves, and have the program cover $900. The same family in a rural parish might receive a lower voucher amount reflecting lower local rents.

Voucher programs have several advantages. You choose where you live from available rental units rather than being assigned to a specific property. You can move to different apartments while maintaining assistance. The voucher follows your household, providing stability even if you change jobs or your income fluctuates slightly.

However, finding landlords who accept vouchers presents a common challenge. Some property owners refuse voucher holders due to misconceptions or past experiences. Additionally, the voucher amount may not cover rent in all neighborhoods, particularly in desirable urban areas where market rents exceed program limits.

Takeaway: Housing Choice Vouchers let you select from private apartments while the program covers part of your rent based on income. You pay approximately 30 percent of household income, with the voucher covering the difference up to program limits.

Low-Income Housing Tax Credit Properties in Louisiana

Low-Income Housing Tax Credit (LIHTC) properties represent another significant source of income-based housing in Louisiana. These are privately-owned apartment complexes that receive tax benefits from the federal government in exchange for renting units to lower-income households at reduced rates. Approximately 40 percent of LIHTC units in Louisiana are located in New Orleans and Baton Rouge, with the remainder spread throughout the state.

LIHTC properties differ from public housing because private companies own and operate them. However, they must reserve a percentage of units—typically 20 to 40 percent depending on the property—for residents earning 50 to 60 percent of the area median income. The owners receive tax credits reducing their federal tax burden, allowing them to charge lower rents while maintaining profitability.

These properties often look and feel like standard apartment complexes. They typically include amenities like laundry facilities, community rooms, and sometimes playgrounds or fitness areas. Unlike some public housing properties built decades ago, newer LIHTC developments reflect contemporary apartment standards. Residents pay income-based rent, though the specific percentage varies by property.

Finding LIHTC properties requires different research than contacting a PHA. The National Housing Preservation Database maintains searchable lists of LIHTC properties nationwide, including Louisiana. You can search by parish and city to locate nearby developments. Additionally, local housing authorities and community development organizations maintain lists of properties in their areas.

One example is the Liberty Center development in New Orleans, a LIHTC property with nearly 300 units. Residents earning up to 60 percent of area median income may rent there at income-based rates. Similar properties exist in communities like Shreveport, Lafayette, and smaller towns throughout the state.

A key difference from voucher programs: you must locate and rent at a specific LIHTC property rather than using assistance at any landlord-approved apartment. The rent amount and specific income requirements vary by property.

Takeaway: LIHTC properties are privately-owned apartments that reserve units for lower-income residents. Finding these involves searching property databases and contacting individual developments, which differs from working with a housing authority.

Income Limits, Rent Calculations, and Program Requirements

Income limits vary by program type, location, and family size. Understanding these limits helps you explore which programs may work for your household. HUD calculates income limits based on area median income (AMI)—the middle income level in your region. Most income-based programs serve households earning 50 to 80 percent of AMI, though some serve higher-income households.

In New Orleans, the 2024 area median income for a family of four is approximately $69,400. A program serving 60 percent of AMI households would include families earning around $41,600 annually. In rural areas like Morehouse Parish, the area median income is significantly lower, so the same percentage creates lower absolute income limits. This structure means income limits differ substantially between urban and rural Louisiana.
